I believe this was a storage area for cemetery caretaker tools but I'm not certain. In many old cemeteries there was a similar locked storage building where they would sometimes store bodies during the Winter months until the frozen ground could thaw enough for a grave to be dug. Found within West Laurel Cemetery in Philadelphia, PA.
